County Judge Honored for Education Efforts
Shelby County Judge Allison Harbison has been honored by the Texas Judicial
Academy for going the extra mile to be prepared to handle her duties as county judge.
Judge Harbison was inducted on November 16 as a Fellow in the Texas Judicial
Academy during the 2017 Fall Judicial Education Session.

The Texas Judicial Academy, a partnership between the Texas Tech University
School of Law and the Texas Association of Counties, recognizes judges who attain
significant judicial education above that required by state law as Fellows each year.
The educational program of the Texas Judicial Academy is overseen by the Texas
Court of Criminal Appeals and includes instruction by higher court judges, law school
faculty as well as representatives of the Texas Probate College and the National Judicial
College.
TxDOT Says to Be Careful and Drive Safe
AUSTIN - During last year's holiday season,* approximately one in four deaths on Texas roadways were alcohol-related. In an effort to reduce these fatalities, the Texas Department of Transportation's "Plan While You Can" campaign reminds drivers to make planning a sober ride part of their holiday celebrations.
"Tragically, there are many families who experience the holidays without a loved one due to a drunk driver," said TxDOT Executive Director James Bass. "We need to remember that each time someone dies or is seriously injured on our roadways, it affects a family and an entire community. Don't make a bad decision that could cause heartache for your family and others. Make a plan to get home safely. It could save lives."
In 2016, there were 2,321 alcohol-related crashes in Texas during the holiday season.* Those crashes killed 82 people and seriously injured another 199.
While drivers under the influence of alcohol risk killing or seriously injuring themselves or others, they also face up to $17,000 in fines and fees, jail time and loss of their driver's license. As always, TxDOT strongly encourages everyone to plan for a sober ride before going out. Visit SoberRides.org to find alternatives to drinking and driving, such as:
* Designating a sober driver.
* Contacting a cab or ride-share service.
* Using mass transit.

Vehicle Burst into Flames
On November 18th, 2017 at 4:38 p.m. a one vehicle wreck occurred on County Road 3754. According to Texas DPS officials a 2001 Nissan Path Finder driven by Mindaye Guga 39 of Center exited the roadway striking a parked trailer.
He and his passenger a 12 year old minor were not injured, but the vehicle did catch fire and burnt up after they exited. Mindaye Guga was charged with driving while intoxicated with a child passenger under the age of 15.

Texas DPS Conducting Search in the Sabine River
According to David Hendry with the Texas DPS it has been confirmed that they are conducting a search in the Sabine River near Joaquin, TX. No information other than this has been released at this time.

The Shelby County Commissioners' Court met Wednesday 11-29-17 at 9:30 a.m. and approved the payment of bills,expenses, and payroll. They also table the discussion about repairs to the Shelby County Historical Courthouse.

More Information On The Brandi Wright Case
In late October 2017, Brandi Wright , a white female of Center, Texas was reported missing to the Center Police Department. During the course of the missing persons investigation, her car was located at a residence on County Road 1012 in Shelby County, Texas.
Investigators from the Shelby County District Attorney’s Office and Center Police Department, after a search warrant was issued to enter the property, responded to the address and had the vehicle towed to the Center Police Department, where it was processed by a DPS forensic team. A secondary search warrant was obtained to search the property which included approximately 60 acres. Investigators for the District Attorney’s Office, Center Police Department, San Augustine Sheriff’s Department and Texas Parks and Wild Life executed the secondary search warrant on November 17, 2017. During this search, Investigators recovered several 5- gallon buckets of marijuana, an industrial size trashcan of marijuana, a large plastic tote of marijuana, 1,750 marijuana plants and implements that were clearly utilized for the cultivation of marijuana.
As a result, the resident, Charles Dan Dearing jr, a 69 year old white male was arrested and charged with Possession of Marijuana Felony- 2. During his arraignment on the Possession of Marijuana charge, Mr. Dearing requested to speak with investigators and disclosed where Brandi Wright’s remains could be found on the 60 acres. Investigators from the District Attorney’s Office, Center Police Department, San Augustine Sheriff’s Department and the Texas Rangers executed a third search warrant on the property where the remains of Brandi Wright were exhumed and transported to Tyler for an autopsy. Mr. Dearing was subsequently charged with Murder Felony- 1. Due to the ongoing investigation of the Murder, no more information can be released at this time.

The City of Tenaha is seeking a new city secretary.
General Summary
Plans, directs, manages and over sees the activities and operation of the City Secretary Department. Coordinates assigned activities with other departments and outside agencies. Provides highly responsible and complex administrative support to the Mayor and City Council.
ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description.
1. Assumes full management responsibility for all department services and activities, prepares records, and files City records, directs City elections, recommends and administers policies and procedures.
2. Oversees the activities required to conduct City elections including the preparation of materials for the Department of Justice submission. Monitors election procedures during election process, ensures compliance with Texas Local Governmental law and election rules and regulations, responds to questions regarding policies and procedures and ensures records are open to the public.
3. Manages the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
4. Prepares the agenda packets for all City Council meetings and work sessions.
5. Responsible for attending City Council Meetings, recordings, publishing, indexing, maintaining and maintaining and authenticating City Council minutes, ordinances , resolutions, and other legal documents of the City of Tenaha.
6. Arranges travel and prepares routine correspondence, proclamations, reports, and other documents on behalf of the Mayor, City Council and City employees.
7. Knowledge of the principles of municipal budget preparation and administration.
8. Records Management Officer. This includes the responsibility of updating the City’s Records Management Policy manual as needed, implementing record retention schedules, coordinating annual destruction of records, maintaining “controlled “storage and responding to Public Information request and other inquiries from the general public.
9. Responsible for all activities related to Human Resources. Knowledge of the City Ordinances. Knowledge of the Open Meetings Act, Open Records Act, Records Retention Act. Codes and Regulations relating to general governmental management and economic development.
10. Must work extended hours, evenings and weekends when necessary. (Mayor Approval) i.e. (elections or other extenuating circumstances).
11. Require excellent written/verbal communication and organizational skills. Ability to work effectively with the Mayor, City Council, co-workers the general public and other governmental agencies on all levels and vendors. Meet deadlines in a timely manner. Submit all state and federal reports. Responsible for ensuring all bank accounts are properly maintained. Create and maintain a municipal website.
12. Plan, train, organize, motivate, direct and coordinate the work of the assigned personnel.
13. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
14. Prepare clear and concise administrative and financial reports.
15. Must have the ability to overseer City Payroll and other Accounts Payables.
16. Must be skilled in QuickBooks, Microsoft Office but not limited to these soft ware programs.
17. Adheres to assigned work schedule as outlined in the City Employee Handbook.
City of Center Water System Maintenance
The City of Center Public Water System, PWS #2100001, will be conducting water system maintenance beginning January 1, 2018, through January 31, 2018. The system will be switching to free chlorine as its main disinfection.
This maintenance is not a requirement but is the recommended course of action set by the TCEQ/EPA to address the accumulation of disinfection byproducts. This is a routine maintenance procedure performed to help reduce unstable water conditions in our system and insure the highest quality of water being delivered to our customers.
During this maintenance period you may notice an odor or slight discoloration, but the safety of the water will not be affected. City maintenance crews and the Fire Department will also be aggressively flushing hydrants throughout the City’s distribution system.

Shelby County Commissioner's Court Meeting Results
The Shelby County Commissioners Court met today 11-27-17 at the active Shelby County Court House. The meeting started with Justin Mott from Center broadcasting saying the prayer, followed by the pledges to the U.S and Texas Flags. Below are the results from today's meeting.
1. They approved and paid the weekly expenses.
2. No public comments were made on agenda items.
3. The court tabled the disussion on purchasing dashcams for the Constables.
4. No action was taken on creating a part-time internship for the District Attorney's office.
5. No action was taken on mounting televisions in the district courtrooms.
6. No action was taken on the drug court fund. No action was taken on items 4 through 6 because they all involved District Attorney Steven Shires who was absent from today's court meeting.
7. The court approved the additional bond requirements for judges issued by the legislature.
8. Shane Barton from Safeco presented security system information for security systems that could possibly be used in the court.
9. The Court approved the use of the security system in the active courthouse.
10. The Court approved the use of the security system in the historical courthouse.
11. The Court adjourned.
Wreck on HWY 87
UPDATE:
On November 27, 2017 a two vehicle wreck occurred at approximately 8:15 a.m. on HWY 87 between Shelbyville and Center.
According to Texas DPS trooper Dustin Ramos a 2012 Chevrolet Equinox driven by Ben Brittian 84 of Shelbyville was traveling south bound on State HWY 87. When a 2008 Caterpillar road paving machine owned by Jury Construction operated by Shadrick Genkins 29 of San Augustine pulled out of a private drive way and due to it's slow speed was unable to avoid the on coming Chevrolet. The Chevrolet Equinox struck the Caterpillar and both vehicles came to rest in the road. Ben Brittian was transported to the Center Nacogdoches Medical in Center for unknown injuries. No fatalities occurred.
The Shelby County Sheriff's office, Texas DPS, Center Fire Department, Hughes Wrecker, and ambulance service all responded to the scene. Emergency services blockaded the road and cleaned up the wreck.
Traffic resumed and the Center Fire department returned to the station at 9:10 a.m.

Brandi Wright Obituary
Brandie Tenille Wright, 38, of Center, passed away Wednesday, November 22, 2017, in Center.
Funeral service will be held at 1:00 p.m., Saturday, November 25, 2017, at Watson & Sons Funeral Home in Center. Visitation will be held prior to the service, beginning at 12:00 noon. Interment will follow at New Hope Cemetery in Center.
Brandie was born January 12, 1979, in Center, to Nelda Faye Belsha McCawley. Brandie was a member of Central Baptist Church. She loved listening to music and being surrounded by friends and family.

Charles "Dan" Dearing Jr. Arrested for Murder Charge
Charles “Dan” Dearing Jr. 68 of Center was original arrested for the charge of possession marijuana by the Center Police Department a few days ago. He has since been charged with murder in connection to the Brandi Wright case and has been transferred to the Shelby County jail.
More to follow as it is officially released by law enforcement.

A Cold front blew through last night with less than .04 of an inch of
moisture across the area. It did bring some 17-20 mph North winds with it.
Our clear skies tonight will allow the temperatures to drop into the 20's
North of IH20 and into the 30's South of IH20 by early morning.Thanksgiving
and Friday great for outdoor activity even though it will be slightly
cooler than normal with mid 60's for highs and upper 30s for lows.....The
weekend will be in the 70's for Highs and 40's for lows.
Tuesday evening and Wednesday of next week will see a much colder front
that could bring some severe weather as it clashes with our Southerly Gulf
moisture. It needs watching closely!

Missing Woman Case Update
On October 22nd Brandi Wright from the Center area went missing. Three days later a report was made to the Center Police Department and the case was assigned to detectives Bobby Walker and Nicole Faulkner. They began a missing persons investigation and during that time Steven Shires, the District attorney, along with his investigator, Joey Haley, became involved in the investigation.
A search warrant was obtained for the search of Mr. Charles "Dan" Dearing Jr. During the execution of the search warrant law enforcement found over 100 lbs of marijuana. Mr. Dearing was arrested for felony 2 possession of marijuana.
Court was held this past Tuesday and a bond hearing was held. The judge set his bond at one million and fifty dollars. Mr. Dearing remains a person of interest in the investigation of the disappearance of Brandi Wright. Mr. Shires stated that "there is more information to come". It will be released as the case allows it.
USDA Thanksgiving Tips
The Thanksgiving meal is the largest many cooks prepare each year. Getting it just right, especially the turkey, brings a fair amount of pressure whether or not a host is experienced with roasting one. Follow these tips to make sure your Thanksgiving meal is both delicious and safe to serve.
Steps to follow before cooking a turkey:
Read labels carefully. Temperature labels show if the bird is fresh or frozen. If you plan to serve a fresh turkey, purchase it no more than two days before Thanksgiving.
Purchase two thermometers: a refrigerator thermometer to ensure the turkey is stored at 40 °F or slightly below and a food thermometer to make sure the cooked turkey reaches a safe 165 °F.
Thaw the turkey by using the microwave, the cold water method, or the refrigerator. The refrigerator method is USDA recommended exit disclaimer icon.
Steps to follow when cooking a turkey:
Wash hands with warm water and soap for 20 seconds before touching any food to prevent the spread of many types of infection and illness.
Do not wash the turkey. This only spreads pathogens onto kitchen surfaces. The only way to kill bacteria that causes foodborne illness is to fully cook the turkey.
Keep raw turkey separated from all other foods at all times.
Use separate cutting boards, plates, and utensils when handling raw turkey to avoid cross-contamination. Wash items that have touched raw meat with warm soap and water, or place them in a dishwasher.
Cook the turkey until it reaches 165 °F, as measured by a food thermometer. Check the turkey’s temperature by inserting the thermometer in three places: the thickest part of the breast, the innermost part of the thigh, and the innermost part of the wing.
Steps to follow when consuming leftover Thanksgiving food:
Refrigerate leftovers within two hours to prevent bacteria from growing on the food.
Store leftovers in shallow pans or containers to decrease cooling time. This prevents the food from spending too much time at unsafe temperatures (between 40 °F to 140 °F).
Do not store stuffing inside a leftover turkey. Remove the stuffing from the turkey, and refrigerate the stuffing and the meat separately.
Avoid consuming leftovers that have been left in the refrigerator for longer than 3 or 4 days (next Tuesday to be exact). Use the freezer to store leftovers for longer periods of time.
Keep leftovers in a cooler with ice or frozen gel packs if the food is traveling home with a guest who lives more than two hours away.

Man Arrested For Terroristic Threat
Sammy Gene Tarver age 59 of Hemphill was arrested on November 20th, 2017 at 9:35 p.m. in Sabine County. He was arrested for the charges of Terroristic Threat, 2 charges of Violation of a Protective Order and Tampering with a witness. This information is from the San Augustine County Sheriff's department.
House Fire on County Road 2230
The Center Fire Department responded to a house fire on County Road 2230 on November 10th, at 12:51 p.m. they put the fire out but major damage did occur to the bed room and another back room in the house.
According to the Center Fire Chief Kieth Byndom the rest of the house was salvageable. The Center Fire Department returned to the station at approximately 2:15 p.m.
House Fire in the Shelbyville Area
The Shelbyville fire department responded to a house fire on November 11th, at 10 p.m. the residence was located on 87 South near Highway 147.
According to the Shelbyville fire department the fire was located in the living room/bed room area. The fire started due to a heating/air condition malfunction. The fire department put out the fire.
The Shelbyville fire department returned to their station at about midnight.
Operation Christmas Child
Operation Christmas child was a huge success this year they collected almost 1,000 shoe boxes this year, at the First Baptist Church in Center. Shelby County coordinator Patti Putska says they have been collecting shoe boxes for several years at the church. The boxes will make their way to Dallas where they will be sent all around the world to children in need to share the love of Jesus and the joy of Christmas to children.

Shelby County Commissioners' Court Meeting Results
The Shelby County Commissioners’ Court met today at 9:30 a.m. at the 2nd floor community room of the active Shelby County Court House. Below are the results from the meeting.
1. The court approved and paid weekly expenses.
2. They Canvased the Election Ballots for the November 7, 2017 Constitutional Amendment Election. 770 people voted locally out of the 14,992 registered voters according to Shelby County Clerk Jennifer Fountain.
3. They discussed renovations to County buildings and assignment of office space, for County Attorney, JP1, and Juvenile Probation.
Adult Probation Bradley Wilburn talked about his office space needs.
Juvenile Probation officer Daniel O’Rear addressed the Court about his office space needs.
Garry Rholes’s employee Kim Causey addressed the court about their office space needs.
JP 1 Melissa Crouch addressed the Court about her office space needs.
The court made a motion to prepare the annex building to be used and approved the motion.

Wednesday, December 20, 2017 at 9:00 a.m., Senior, JaTerious Evans will sign a letter of intent to play football for Stephen F. Austin State University for the next 4 years. The CHS Athletic Department along with the CHS Library will be hosting this event.

Grass Fire
The Joaquin Volunteer Fire Department responded to a grass fire off of FM 139 south Saturday afternoon. The fire burned about two acres before it was contained. The JVFD would like to remind all Shelby County residents to use caution when burning, and to save burns for days with low winds.
A 20 mph wind gust can easily blow burning leaves onto dry, dead grass, and sustained winds as low as 5 mph can spread a fire quickly.
The JVFD would also like to tell residents not to hesitate to call 911 if you have something that you even think is an emergency. All seven Shelby County fire departments stand ready to respond when needed.
Recall Notice

Sen. Cruz Urges Air Force to Defend Religious Liberty
WASHINGTON, D.C. – This week, U.S. Sen. Ted Cruz (R-Texas) sent a letter to Heather Wilson, Secretary of the Air Force, urging her to come to the defense of Col. Leland Bohannon, who was heavily sanctioned for exercising his religious beliefs. The letter is also signed by Sens. Roy Blunt (R-Mo.), James Inhofe (R-Okla.), John Kennedy (R-La.), James Lankford (R-Okla.), Mike Lee (R-Utah), Marco Rubio (R-Fla.) and Roger F. Wicker (R-Miss.).
“Our country was founded by people who risked everything for freedom,” Sen. Cruz said. “The American military embodies this heritage, and they shouldn’t have to surrender their fundamental religious liberties to do it. Col. Bohannon did exactly what we expect our heroes to do: he found a smart solution, under pressure, that balanced his religious liberties with the honor that was due the service member. Panola College, ETBU sign articulation agreement
Panola College signed an articulation agreement with East Texas Baptist
University on Tuesday, Nov. 14, in the Frances B. Ross Ballroom of the
Charles C. Matthews Foundation Student Center on the campus of Panola
College.
East Texas Baptist University’s partnership with Panola College (PC) marks
ETBU’s sixth and Panola College’s third articulation agreement with
institutions and organizations in the region. ETBU President J. Blair
Blackburn and PC President Gregory Powell signed the agreement that offers
students at PC and ETBU access to enhanced educational opportunities.
“ETBU is honored to partner with Panola College in the education of
students in East Texas. Our region has a bachelor’s degree completion rate
of less than 35 percent and we want to provide greater opportunities for
East Texans and Panola College students and graduates to receive an
affordable Christ-centered education at ETBU,” Dr. Blackburn said. “PC
President Greg Powell is a visionary educational leader for Panola County
and East Texas. I am excited to work closely with Dr. Powell in exploring
other strategies to widen the doors of access and affordability to higher
education for our students.”
Located in Carthage, Texas, Panola College is an award-winning community
college. PC was established in 1947, operating with just two temporary
buildings. Now, the institution stands with 19 permanent buildings and
serves over 2,600 students in the counties of Marion, Panola, Shelby, and
Harrison. In its 70-year history, Panola College has grown to meet the
needs of the community by providing a wide range of education and training
opportunities to students of any age. PC President Gregory Powell’s vision
for expansion led to the partnership between PC and ETBU.
"Panola College is delighted to sign this articulation agreement with East
Texas Baptist University,” Dr. Powell commented. “This provides our
students with a seamless transfer pathway as they continue their education
towards bachelors' degrees.”
The agreement will ensure that eligible graduates of PC will be able to
seamlessly transfer approved courses, receive priority for admission, and
be granted precedence for scholarships at ETBU. The University will also
offer $11,000 each year in academic support to Phi Theta Kappa students.
“As a local partner, Panola College has a great impact on the education of
students in Harrison and Panola County,” ETBU Provost and Vice President
for Academic Affairs Thomas Sanders said. “In this agreement, we are
providing a seamless transition for students to finish an undergraduate
degree. Partnerships like this are key to us improving the workforce and
economies of our region.”

Governor Abbott Statement On Record-Low Texas Unemployment
AUSTIN Governor Greg Abbott today released a statement after it was announced that Texas has achieved a record-low unemployment rate of 3.9 percent for October 2017. This rate marks the lowest seasonally adjusted unemployment recorded in four decades.
Texas has recently experienced some of its most serious economic challenges, but despite these obstacles, our economy is booming, said Governor Abbott. This resiliency is a testament to the diversity of our economy and the strength of our workforce. Senior Site to Host Thanksgiving Dinner
The Senior Site in Center will host a Thanksgiving dinner on Thanksgiving day. They will also make to go plate and deliver. In an interview with Center Broadcasting Company Site Director Ashelyn Golden tells us more.
Weather Update
Little to no rain for the upcoming series of cold fronts headed our way.
We will be lucky to capture 1/2 to 3/4 of an inch in total. Only those of
us below IH20 will see that much. This low series of low rain events will
contribute to our ever expanding drought conditions in our region.
Especially to our North. We should be in excess of 2 & 1/2 inches for the
month of November in order to meet our normal average monthly total.
We were lucky, if you can call it that, we had Hurricane Harvey to fill
our groundwater tables and to top off our soil moisture levels. *
We also have been lucky that this last 2 months have seen at least some
1-3 inches of rain, whereas to our north most have had only trace amounts.

UPDATE: Wreck at Southwood Apartments in Center
Last Thursday Morning November 9th, 2017 at approximately 7:30 a.m. A moving truck driven by Emil Walker from Louisiana wrecked into the Southwood apartments striking the Admin Office.
According to the Center Police department the driver fell asleep while driving. Emergency personnel blockade the area and the vehicle was towed off. The Center Fire department returned to the station at 9:15 a.m.

Recall Release
TEXAS NATURAL MEATS RECALLS BEEF PRODUCTS
DUE TO POSSIBLE SPECIFIED RISK MATERIALS CONTAMINATION
WASHINGTON, Nov. 15, 2017 – Texas Natural Meats, a Lott, Texas establishment, is recalling approximately 116 pounds of beef tongue products that may be contaminated with specified risk materials (SRMs), the U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS) announced today.
The raw intact beef tongue items were produced on various dates between April 1, 2016 and Nov. 11, 2017. The following products are subject to recall:
1.72-lb. cryovac packages of frozen “Beef Tongue”.
The products subject to recall bear establishment number “EST. 34449” inside the USDA mark of inspection. These items were shipped to product owners and further distributed in Texas.
The problem was discovered on Nov. 15, 2017 by FSIS, while conducting inspection verification activities.
There have been no confirmed reports of adverse reactions due to consumption of these products. Anyone concerned about an injury or illness should contact a healthcare provider.
Consumers who have purchased these products are urged not to consume them. These products should be thrown away or returned to the place of purchase.
FSIS routinely conducts recall effectiveness checks to verify recalling firms notify their customers of the recall and that steps are taken to make certain that the product is no longer available to consumers.

VFW Post Teacher of the Year
Shelby County Memorial Veterans of Foreign Wars Post 8904 and the Auxiliary
are proud to announce that Center High School Teacher Jennifer Fausett has
been selected as the Teacher of the Year. Jennifer is the primary
instructor for Culinary Arts in the Career and Technology Education
Department.
She was nominated by colleague Jeff Samford who said in part "Jennifer came
to center High School 5 years ago after graduating from Stephan F. Austin
State University with highest honors in Nutrition Dietetics. She is the
Culinary Arts teacher but also performs many other vital function is our
community. In a little over a month, Mrs. Fausett created a simulated
restaurant and an actual working coffee shop in her culinary classroom that
teaches excellent work ethic and business skills. She is the focal point in
the Center Junior Chamber of Commerce. She established and coordinated the
delivery of relief donations for hurricanes Irma and Harvey victims.".
Jennifer will receive a framed certificate and check for $100.00 from our
post.
She now competes at the district level and the results should be known in
the next 7 - 10 days.

Tenaha Gets a New Chief of Police
The City of Tenaha has chosen a new police chief.
In an interview with Center broadcasting Company the acting Mayor of Tenaha Natalie Harris revealed that Jeremy H. Pope will be the new police chief for the City of Tenaha. Mr. Pope will start his position on November 21st, 2017.
Cookies with Santa at Panola
Bring the kids by for “Cookies and Cocoa with Santa” at Panola College from 4 to 7 p.m. Santa will make a special trip from the North Pole to be on hand to greet children and adults alike in the foyer of the Charles C. Matthews Foundation Student Center to kick off the Spirit of Christmas.
KTBS 3 Meteorologist will accompany Santa and will do the weather forecast live from Panola College from 4 p.m. to 7 p.m. Santa will be available to hear children’s Christmas wish lists and to pose for photos. Complimentary cookies and cocoa will be available.

DeSoto Parish Crime Stoppers Felon of the Week Program is asking for the public’s help in locating/identifying suspect(s) wanted from DeSoto Parish Area.
Dustin C. Weeks of Mansfield, La. Weeks is wanted for Simple Burglary (2 counts). Weeks is described as a white male, 6’1” tall and weighing 196lbs. Weeks is 32 years of age.

Household Hazardous Waste Event
CENTER, Texas (November 14, 2017) – The City of Center will be hosting, with the
assistance of Pineywoods Resource Conservation & Development, a household hazardous
waste disposal event this Saturday, November 18th, between 9 am and 1 pm at the Windham
Civic Center parking lot. All Center residents are encouraged to bring accepted items for
disposal at no cost
Some people ask, what’s the purpose of household hazardous waste (HHW) management?
These products can be bought at the grocery or hardware stores every day. Why can’t we
just dispose of unwanted chemical cleaners, polishes, lawn and garden chemicals, and other
products in the garbage can or down the drain?
Even though there aren’t any laws governing the disposal of household chemicals, it still is not
okay to put chemical products in the garbage for trash pickup, into a creek, storm drain or into
the sanitary sewer. In communities like Center, unwanted household chemicals are not
routinely collected so they end up being disposed of either in the garbage or by some other
method.
Some people may ask, “so what?” if household chemicals are put in the trash and disposed of
in landfills. Here is some information that may illustrate the importance of proper HHW
management and proper disposal of these chemicals.
One reason is to remove chemicals from your home so they are not accidentally consumed.
Poison Exposures in the United States Facts:
• There is one poison exposure every 14 seconds.
• Over two million poisonings are reported annually.
• Majority of poisonings involve everyday household items such as cleaning supplies,
medicines, cosmetics and personal care items.
• 89 percent of all poisonings occur in the home.
• 75 percent of poisonings are ingestion of a substance.
• Children and Poison:
• 53 percent of poisonings occur in children under the age of six.
• Child poisonings under the age of six represent 2% of poison fatalities.

It’s an uncommon occurrence, but garbage trucks can catch fire or generate toxic gases due
to household chemicals being collected as trash. In larger communities it happens more
frequently, but just this summer, there was a trash truck fire in Center. Sanitation workers can
become exposed to toxic fumes generated by chemicals reacting in garbage, and that
happens more frequently than people realize. The average cost for a garbage truck fire or
chemical contamination can easily be $25,000 or more.
Introduction of chemicals and certain waste into the local sanitary sewer system is an
extremely important issue. The City’s wastewater treatment plant can be significantly
impacted by even small amounts of household chemicals - particularly metals. Most notable
are zinc, copper and mercury that are more prevalent in industrial waste but can be generated
from households. Mercury is common in household items such as thermometers, batteries,
thermostats, appliance switches/controls and various light bulbs. People will probably be
surprised to learn there is even mercury in many dish soaps and detergents. Similarly, zinc is
in some batteries and light bulbs. Metals can be introduced into the sanitary sewer system if
improperly disposed of, creating treatment issues and potentially resulting in permit violations,
both of which create higher costs for utility customers. Also, prescription drugs should not be
flushed down the drain as many can create treatment problems or hazardous situations in the
sewer system.
Proper HHW management isn’t just about environmental concern, it’s an issue about public
health as well as safety in the home.

Center Water System Maintenance
The City of Center Public Water System, PWS #2100001, will be conducting water system
maintenance beginning January 1, 2018, and lasting until January 31, 2018. The system will be
switching to free chlorine as its main disinfection.
This maintenance which is not a requirement, but is the recommended course of action set by the
TCEQ/EPA for the accumulation of disinfection byproducts.
This is a routine maintenance procedure performed to help reduce unstable water conditions in
our system and insure the highest quality of water being delivered to our customers.
During this maintenance period you may notice an odor or slight discoloration, but the safety of
the water will not be affected. City maintenance crews and the Fire Department will also be
aggressively flushing hydrants throughout the City’s distribution system.

Seth Wilson Returns to Jeopardy
Last year Seth Wilson won $265,002 on the game show Jeopardy. This year he made a return to the show on the tournament of champions. Mr. Wilson lost in the first round of the tournament but he is currently still number 5 when it comes to most wins in a row on the show.
From Chattanooga, TN, Seth Wilson currently teaches English and Theatre at SFA University. He always loved school and was an eager student while growing up, so teaching came naturally to him. He has considered himself a lifelong student. He grew up watching Jeopardy every night with his parents. The first question that he ever got right as child was about Kennedy Space Center. When questioned about the process of getting on Jeopardy, he said that you have to take an online test. It is given several times a year; consequently, it will be given next just this week. He took the online test 4 times before finally qualifying.
After taking the test, you must qualify by score to attend a test center and take yet another test in person. Once that has been successfully accomplished, you must audition in a mock game of Jeopardy. This is to see if your personality favorable for the TV setting. Finally, if you are successful in all of these prequalifying steps, you are put on a list to be called within the next 18 months. If you are selected, you are out-of-pocket the expense for air fare and housing accommodations while you are there. There is a shuttle provided to take you to the set which arrives early in the day.
Mr. Wilson said that the biggest surprise was that the set was smaller than what he imagined. A 30% tax is taken out of all winnings.

The City of Center will have a city council meeting on Monday November 13th at 5:00 p.m.
Crash in Timpson Area Results in Death
SHELBY COUNTY, TX – Texas Department of Public Safety (DPS)
Troopers investigated this morning a two vehicle fatal crash on US 59, about two
miles north of Timpson.
The preliminary crash investigation indicates at approximately 8:40 a.m., a 2006
Freightliner truck tractor semi-trailer was reportedly making a U-Turn on US 59 in
an attempt to travel south. A 2009 Ford pickup, also traveling south, struck the side
of the trailer being towed by the truck tractor.
The driver of the Kenworth is identified as Jose Luna, 32, from Houston, TX. Luna
was not reported as being injured as a result of the crash.
The driver of the Ford is identified as Johnathon Martin Jr., 30, from Timpson.
Martin was transported from the scene of the crash to a hospital in Center and was
later pronounced deceased.
This crash remains under investigation. No additional information is available at
this time.

Weather Update
For the second winter in a row, La Niña will be in the driver’s seat. on
Thursday morning, declaring that La Niña conditions were now in place in
both the atmosphere and ocean. NOAA gives odds of around 65-75% that La
Niña conditions will extend at least through the upcoming Northern
Hemisphere winter of 2017-18.

The atmospheric rearrangements triggered by La Niña often lead to a
consolidated jet stream over North America and an active, progressive storm
track. Typically, this leads to periods of roller-coaster weather, with
frequent ups and downs in temperature. For the season as a whole, La Niña
winters tend to end up colder than average toward the north central and
northwest U.S. and warmer than average toward the south and southeast. On
top of this is the overall warming influence from human-produced greenhouse
gases, which can help reinforce the southern warmth and blunt the northern
cold.

Wreck at Southwood Apartments in Center
UPDATE:
Earlier this morning at approximately 7:30 a.m. a wreck occurred at the Southwood Apartments in Center, TX. The Center Fire Department, Center Police Department, Shelby County Sheriff's Office, and ACE EMS all responded.
A moving truck driven by Emil Walker from Louisiana wrecked into the Southwood apartments striking the Admin Office. According to the Center PD Walker fell asleep while driving. Emergency personnel blockade the area and the vehicle was towed off.
The Center Fire Department returned to the station at 9:15 a.m.

Governor Abbott Proclaims November 12th As Day Of Prayer Following Sutherland Springs Tragedy
AUSTIN - Governor Greg Abbott today proclaimed Sunday, November 12th as a day of prayer in Texas following the deadly mass shooting at First Baptist Church in Sutherland Springs, Texas over the weekend. The proclamation also encourages all Texans to join in a moment of silence at 11:30 a.m. on November 12th to honor and remember the lives of those who have been lost. The Governor signed the Day of Prayer Proclamation at a community prayer gathering at Floresville High School in Floresville, Texas this evening that was also attended by Vice President Mike Pence.
"The act of craven cowardice and evil inflicted on the Sutherland Springs community has deeply touched the core of who we are as faithful people," said Governor Abbott. “In times of tragedy, we often see the very best of Texas. We must remain strong and resilient, and lean on the support and care of our helping communities in this dark time. That is why I encourage people from across the state and country to come together and join me in a day of prayer this Sunday, November 12, to honor and remember the lives of those who have been lost.”
BUDDY POPPY DAY
Since 1922, the Buddy Poppy has been an integral part of the VFW community. As VFW’s official memorial flower, the Poppy represents the blood shed by American service members and it reiterates that the Veterans of Foreign Wars and the Auxiliary will never forget their sacrifices.

Today the temps cool slightly below the earlier in the week forecast to 78/55. Lots of clouds & light rain is possible late in the day.
Wednesday is the much cooler day with temps around 58 for a high and low of 46. NW winds at about 10 mph. and a gentle rain of about 1/2 inch can be expected in our area.
Thursday will begin to warm to normal temps of 63 and 44 during the evening with AM clouds and PMSun with the clearing skies.
Friday is still FOOTBALL weather with light winds, clear and sunny skies with temps in the 69/47 range.
The weekend clouds up again, but retains the light winds, slight chance for showers with temps in the low 70's and lows in the low 50's. OR, better said...our normal late Fall temperatures.

The President has issued a proclamation honoring the victims of the Sutherland Springs, Texas shooting. The Flag of the United States and all other flags flying with it are to be displayed at half-staff from now until sunset on November 9, 2017.
City of Center Household Hazardous Waste Disposal Event
CENTER, Texas (November 6, 2017) – The City of Center is hosting the Household Hazardous Waste Collection and Disposal event on Saturday, November 18, 2017, from 9:00 am to 1:00 pm, at the Windham Civic Center.
“Center residents are encouraged to bring hazardous waste items to this event,” said Center City Manager Chad Nehring. “These items are not supposed to be disposed with normal trash and collected by our solid waste provider and go into the landfill.”
Items to be collected include: paint (oil and latex), pool chemicals, gasoline/kerosene, oil and filters, fluorescent lights, batteries, household cleaners, antifreeze, varnishes/stains, mercury, turpentine, fertilizers/pesticides, freon, and prescription medications. Items that will not be included are: household appliances and water heaters, construction materials, asbestos, explosives, ammunition, fireworks, fire extinguishers, smoke detectors, medical waste, infectious waste, electronics and tires.
Electronic items can be disposed of at the annual Electronics Recycling Day, hosted by the Shelby County Chamber of Commerce, held usually in the spring. Center residents are allowed to bring bulky waste items (appliances, construction materials, etc.) to the City Annex on Riggs Street on Tuesdays for disposal.
Center Mayor David Chadwick added, “These events plus our ongoing recycling program are small ways that everyone can play a role to help make Center a more attractive community.” The event is open to all Center residents. No school, business, agricultural, or industrial wastes will be collected.

San Augustine County Man Arrested for Aggravated Assault
According to the San Augustine Co. Sheriff's office's arrest report Sammie Gene Tarver age 59 was arrested on Saturday November 4th, 2017 on the charges of aggravated assault with a deadly weapon and terroristic threat. More information to follow as it is offically released from the San Augustine County Sheriff's office as this is all that they have released at this time.

Center ISD School Bus Wreck
On October 26th, 2017 there was a school bus wreck that occurred on County Road 1005. A 2011 Center ISD school bus was traveling east bound on County Road 1005 off of FM 711.
The bus was being driven by Amanda Handy, the driver reported hearing a loud pop, the bus then pulled to the left striking a mail box and then a tree. No injuries were reported to have occurred during the crash. This information from DPS Trooper Taylor Buster.

Timpson ISD Bond Phase 1
Timpson ISD has completed the first phase of their Bond Improvements. Band students started the school year with an expanded rehearsal hall, almost doubling the size of the old rehearsal hall. Acoustical and lighting improvements were also made along with the addition of an ensemble room, student restrooms, music library and instrument storage rooms.
The Construction Manager, Berry & Clay, worked diligently through the summer to complete various projects on campus prior to students returning. Campus drainage, sidewalk and security fencing were improved.
A new campus monument sign with marquee and baseball batting cage were also completed. The District’s architect, McKinley Golden Architects is working alongside Dr. Mid Johnson, Timpson ISD superintendent, to assure phase II projects flow smoothly.

Shelby County Commissioners' Court Meeting Results
1. They approved and paid weekly expenses and approved the current payroll.
2. The court took action to approve Fisical Year 2017 Budget Line Item Transfers.
3. They took action to recognize Fisical Year 2017 Fund cash balance for Precincts 1,2,3,4 and adjust the Fisical Year 2018 Cash on Hand Budget and Fisical Year 2017 Expense Budget for each precinct accordingly.

DeSoto Parish Sheriff's Office Gets Life Saving Auto-Injectors
Recently, DeSoto EMS was given Naloxone auto-injectors from the state Bureau of EMS. We decided to partner up the Desoto Parish Sheriff's Office to equip the deputies who serve our parish with these auto-injectors. Naloxone is the drug that reverses the effects of opioids.
Our training staff along with our Medical Director and DeSoto Parish resident himself, Dr. Pat McGauly spent 2 days educating deputies how and when to use the auto-injectors.
At times law enforcement is on scene before EMS in overdose situations, now they will be able to administer this life saving drug to a patient suffering from an opioid overdose, or even themselves should they become exposed.
Having the Sheriff’s office equipped with these auto-injectors is just another example of all of us here in the parish working together to provide our citizens and guests with the best medical care possible.

DeSoto Parish Crime Stoppers Felon of the Week Program is asking for the public’s help in locating/identifying suspect(s) wanted from DeSoto Parish Area.
Stacy R. Mcdonald of Shreveport, La. Mcdonald is wanted for Probation Violation. Mcdonald is described as a white female, 5’6” tall and weighing 150lbs. Mcdonald is 47 years of age.
Shantel Y. Carmadelle of Logansport, La. Carmadelle is wanted for Probation Violation. Carmadelle is described as a white female, 5’3” tall and weighing 220lbs. Carmadelle is 32 years of age.
Cecillia L. Carter of Mansfield, La. Carter is wanted for Probation Violation. Carter is described as a white female, 5’4” tall and weighing 125lbs. Carter is 30 years of age.

TxDOT Update
LUFKIN - Crews have begun this week to place profile rumble strips in Nacogdoches County, and will move through the district to place them in 46 other locations.
Total Highway Maintenance, Cedar Hill, will serve as contractor for the $2.9 million project that will enhance the safety of the roadways. The project began in October and, weather permitting, will be completed by mid-November, 2018.
"Rumble strips are designed to create noise and vibration inside the vehicle that help alert the driver as they cross a center line or shoulder edge line," said Rhonda Oaks, Lufkin District spokesperson. "Often this alert is enough to get the attention of a distracted or drowsy driver, who can make a corrective action and prevent a crash."
The rumble strips will be raised profile patterns and will be placed along the center lines and/or edge lines in locations in the Lufkin District. The raised profiles are commonly used when shoulder or centerline pavement texturing is not feasible.
The work will be done in various locations on roadways including:

Sabine County: FM 1, SH 21, SH 87, SH 184
Nacogdoches County: SH 21, FM 1087, SH 7, SH 204

As this moving project continues, motorists are urged to reduce speed through work zones and stay alert to workers and moving equipment.
Forest Service waives day-use fees for Veterans Day
Many recreation areas and other venues in the National Forests and Grasslands in Texas will be free to the public on Nov. 11-12 in honor of Veterans Day.
"We honor our veterans each Veterans Day and every other day of the year," said U.S. Forest Service Chief Tony Tooke. "We hope that this time will serve as a way for our veterans and other visitors to find our national forests and grasslands as a year-round respite, a place where they can take time out for themselves."
Day-use fees will be waived at:
Angelina National Forest - Caney Creek and Townsend.
Sabine National Forest - Haley's Ferry, Ragtown, East Hamilton, Indian Mounds, Lakeview and Willow Oak.
Davy Crockett National Forest - Ratcliff Lake and Piney Creek Horse Trail.
Sam Houston National Forest - Double Lake, Cagle Boat Ramp and Scott's Ridge Boat Ramp.
Caddo and Lyndon B. Johnson National Grasslands - Coffee Mill Lake, Bois d'Arc Trail, West Lake Crockett, Black Creek Lake, Valley View and TADRA.
Wanted Sex Offender
The Texas Department of Criminal Justice has issued a warrant for the arrest of sex offender Troy Allison. The 64-year-old is wanted for failure to comply with his supervision. House Fire in Timpson
According to the Timpson Fire Department there was a house fire last night 10-31-17, at 10:30 p.m. at 532 Bremond. The fire started due to an air condition/heater malfunction. The firemen put out the fire and returned to the station at approximately 12:00 a.m. Smoke damage did occur in the home.
10-Year-Old Girl Donates $1,000 to Footprints in the Sand Monument
On October 28, Teresa Dennard, Footprint in the Sand Foundation President,
met with Lainey McDaniel a 10-year-old from Pineville, Louisiana at the
Pippen Memorial Park in Carthage, Texas. She visited the park for the first
time a year ago while visiting her grandparents, Shane and Michelle
Anthony. She knew at that moment she wanted to help and ever since has been
telling her family she wanted to donate her own money to the Footprints in
the Sand Monument.
Lainey was excited to present Ms. Dennard and the Foundation with $1000
donation she had earned from the sale of her cows. Lainey is a talented
young lady, who is a member of her local competition cheer team and was
recently nominated as student of the year at Pineville.
“We are grateful to Lainey for her generous donation to the Footprints in
the Sand Foundation,” said Dennard. “Lainey is a beautiful young lady with
a beautiful heart. It is such a blessing to see the monument continue to
touch all generations.”
