Harvey is drifting South toward the Texas coast and is forecast to move

offshore within 24 hours.  The storm is forecast to stay offshore for 1 to

2 days. Some minor restrengthening up to 45 mph is possible before moving

back inland within 72 hours across upper Texas coast.
