Weather Update @ 10:45 a.m.

- Bill is now a Tropical Depression. and has almost become stationary over OKC to Tulsa area and will continue to draw moisture and create T-storms and heavy rain across East Texas. Accompanying these will be gusty winds, small hail, and lightning. They will cause fla   
sh flooding as they are of short duration and heavy downpours with 2-3 inch additional rain anticipated today....mostly North and East of us thru 7pm today.   
- Bill is trapped between 2 HIGH pressure systems on either side and a large convective storm area to Bills North West coming from Canada.  This is causing a continuous flow of moisture at all levels of the atmosphere to form rain opportunities as the flow makes its way to the NE from South Texas.
Corp of Eng feel they can hold flood levels with the controls they have in place with water releases from lakes and rivers. Small streams and storm drains are a problem with all the debris clogging their flow.   

   - additional 2-3 inches is expected
