Nichols meets with local superintendents

Austin - This week, Sen. Robert Nichols (R-Jacksonville) met with school superintendents from around Senate District 3 to discuss items which will be addressed during the Special Legislative Session, beginning on July 18, 2017. In addition, they also discussed what occurred during the 85th Regular Legislative Session.

"As we head into the upcoming special session, many of the items which will be addressed are education related. I wanted to make sure I took the opportunity to discuss these important issues with the Superintendents from our local school districts," said Senator Nichols.

Some of the items discussed included administrative flexibility, teacher pay increases, property tax reform, school vouchers, and school finance reform.

"I do not believe the Legislature can successfully make good decisions, unless we are listening closely to those we represent," said Nichols. "Education is and always will be one of the most important issues we face as a state."

Superintendents from Angelina, San Augustine, Smith, Nacogdoches, Houston, Cherokee, Jasper, Henderson, Anderson, Trinity, Liberty, Tyler, Hardin, Shelby, Orange and Montgomery County were in attendance.

Senate District 3 represents 101 school districts throughout 19 counties, and encompasses the greater part of East Texas and Montgomery County.

TxDOT Update

LUFKIN - Local property owners are confused about letters received from a law firm in Houston in an advertising attempt to gain business.

The letters say, "TxDOT will likely take your property" which is stamped "advertisement" at the bottom of the letter. The property owners are mostly located near current or future TxDOT construction projects. These advertisements should be disregarded.

"When we go through right-of-way acquisitions for construction projects, we contact property owners who will be affected by the project. We mail each affected person a letter and then speak with them directly on the telephone or sit down with them to discuss the project," said Rhonda Oaks, Lufkin District public information officer. "We want the public to know that if you have not received a letter from our right-of-way professionals regarding a construction project; your property will not be affected."

The advertisement has been mailed to property owners listed on the tax rolls in the area of future projects. In most cases, the right-of-way has already been purchased by TxDOT or those receiving the advertisements are not located near a future project.

"The public is always welcome to contact us with any questions they might have regarding right-of-way acquisitions, but rule of thumb is, if we have not already contacted you, then your property will not be a part of any acquisition," Oaks said.

For a complete list of projects in the Lufkin District, visit txdot.gov and click Inside TxDOT, then Project Tracker. The public will then be able to choose a county to view all current construction projects and those under development.

Forest Service recreation areas closed in preparation for flooding from Tropical Storm Cindy

Forest Service recreation areas closed in preparation for flooding from Tropical Storm Cindy

The U.S. Forest Service is temporarily closing all recreation areas in the Angelina and Sabine National Forests as a safety precaution due to expected severe flooding from Tropical Storm Cindy.

All recreation areas and trails will be closed for the duration of the storm.

"Weather forecasters are predicting severe flooding and possible rainfall up to 10 to15 inches in some areas," said Forest Supervisor Eddie Taylor.

"We encourage everyone to exercise extreme caution over the coming days; even without hurricane-force winds, high levels of soil saturation can increase the likelihood of trees falling," he said.

During a flood, rapidly rising water can reach dangerous levels.  Rising flood waters carry a velocity strong enough to roll vehicles, tear out trees, destroy bridges and undermine roads. A low-lying area can become a death trap in a matter of minutes.

Forest visitors may contact the Angelina Ranger Office at 936-897-1068 or the Sabine Ranger Office at 409-625-1940 or visit the website at www.fs.usda.gov/texas for information on when recreation areas will re-open.

TAGHS to Work on Photo Identification at June Meeting

“Who is that?” and “Where was that taken?” are the most common questions heard when viewing old photos. The value and significance of an antique photograph is immeasureably increased when the people in it are identified, as well as the place, date, and occasion.

Unfortunately, this information is frequently lost over time. The Timpson Area Genealogical and Heritage Society has a large collection of old photos that have been donated over the years but little or no documentation was provided for many of them.

TAGHS is making a concerted effort to add as much information about these photos as possible and the public is invited to help. At the June 21st monthly TAGHS meeting, members and guests will view a large selection of antique photos and be asked to identify individuals in the picture and share any information they might have about the subject of the photo.

The public is invited to share their knowledge of Timpson's past and to participate the the fun at 2PM this Wednesday in the new meeting room of the Timpson Public Library, located on the corner of Austin and Bremond Streets in downtown Timpson.

What-A-Melon 5k

The Rotary Club of Center will be hosting its 6th annual What-A-Melon 5K and Fun Run, Saturday, July 8th beginning at the John D. Windham Civic Center.

Each year Rotary has chosen a local non-profit organization in which to donate a majority of the proceeds of this event. In years past, we have donated to wonderful organizations such as the Fannie Brown Booth Memorial Library, Center Softball Association, Scouting, and Shelby County Outreach Ministries. This year Rotary is donating to the Shelby County Children’s Advocacy Center.

The Shelby County Children's Advocacy Center provides community education on recognizing, reporting, and preventing child abuse; assists with investigations of child abuse allegations; and provides mental health counseling free of charge to child victims of abuse. Without the communities support these services would not be possible.

The Fun Run and 5K has a new route this year taking advantage of the trail which connects the Civic Center to the Center High School campus and the youth baseball fields. The fun run will begin at 7:00AM and the 5K at 7:30AM at the John D. Windham Civic Center. Both events are for people of all ages. You can walk or run either event. Strollers are acceptable. T-shirts will be available for the first 125 participants.

Rotary encourages everyone to come out and participate in this fun family event.

If there are any questions or if you are an individual, organization or business interested in being a sponsor of this event, please contact Scott Stanfield at sstanfield@fsbctx.com or 598-3311. Individual sign up forms can be picked up at Farmers State Bank or Shelby Savings Bank main branches.

REP. PADDIE STATEMENT ON SPECIAL SESSION

Gov. Abbott announced a special legislative session, on a wide range of issues, that will convene on July 18, 2017.  Below is a statement from Rep. Chris Paddie (R-Marshall) on the upcoming special legislative session:

"While I am disappointed that we have to come back for a special session, there are unresolved issues that still face the state of Texas.  I am glad to see that Gov. Abbott included reforming school finance as the first item that he will add to the call of the special session.

While the House made several attempts to begin reforming our broken school finance system, the Senate failed to take realistic actions on that legislation.  As a result of that inaction, there are hundreds of rural school districts that are facing financial ruin, leaving large portions of the state uncertain as to the immediate future of their local school districts.  We must address this looming crisis in the special session.

While I agree with Gov. Abbott that we need to address increasing property taxes, we must also address the fact that the main cause of property tax growth is decreasing state funding for our public schools and the overall byzantine school property tax system.  I look forward to working with my fellow representatives, the Senate, and the Governor to address this looming crisis later this summer.

While the Governor has indicated that he will add bathroom and privacy legislation to the call of the special session, I remain disappointed that the Senate did not act on my amendment to SB 2078 which addressed the root cause of this issue: bathrooms and locker rooms in schools.  My amendment was a thoughtful approach which respected the privacy and dignity of all of our students while also ensuring that we do not have men in women's bathrooms, locker rooms, or showers.  My amendment would have allowed schools to find a workable solution that fits the unique facilities of each school district, while maintaining the intent of the legislation.  I welcome continued discussion on this issue to find a thoughtful solution."

TxDOT Public Awareness Campaign

AUSTIN - Stacey Riddle knows the pain of every parent's worst nightmare. On the way home from a spring break trip last year, her teenage daughters were killed when the car in which they were riding collided with an 18-wheeler. Brianna Robinson, 19, and Jade Robinson, 17, died when the car's driver lost control and veered into oncoming traffic while checking her phone.
"I keep waiting for Brianna and Jade to walk through the front door, but I know they never will again," Riddle said. "People are constantly on their cell phones. They don't consider that using their phones while driving can have tragic consequences and forever change their lives, the lives of their loved ones and the lives of people they don't even know."

As the busy summer driving season approaches, the Texas Department of Transportation is urging motorists to avoid distractions and give driving their full attention. With 1 in 5 crashes in Texas caused by distracted driving, TxDOT is pushing its "Talk, Text, Crash" messaging across the state to encourage safe summer driving.

"Last year, 455 people were killed and more than 3,000 were seriously injured in crashes due to driver distractions," said TxDOT Executive Director James Bass. "These crashes are highest among young drivers, and we're grateful to parents like Stacey Riddle who are willing to share their stories in the hope of sparing other families the grief they've endured. We ask all drivers to always keep their eyes and attention on the road, and avoid distractions of any kind."
Safety experts warn that using a phone to make a call, text, check messages or perform other smartphone functions is particularly dangerous when behind the wheel. In 2016, there were 109,658 crashes in Texas related to distracted driving - up 3 percent over 2015. Research shows that holding a phone and even using a Bluetooth or other hands-free device is a distraction that can cause a crash.

Throughout the month of June, motorists can expect to see TV commercials, billboards and digital ads reminding them to give driving their full attention. Texas Mutual Insurance Company also is partnering with TxDOT to host "Talk, Text, Crash" interactive events at shopping malls across Texas where drivers can see how distracted driving crashes have affected Texans statewide. Visitors also can try their hand at a distracted driving simulator.
While cell phone use may be one of the most common driving distractions, any behavior that takes a driver's attention away from the road - including eating, reading, grooming, programming a GPS or adjusting the radio - is dangerous. TxDOT reminds drivers to:

*        Give driving 100 percent of your attention, 100 percent of the time.

*        Put your phone away - or turn it off - before getting behind the wheel.

*        Pull off the road to a safe location before texting or talking on the phone.

*        Tell friends, family and coworkers you will not respond to calls or texts when driving.

*        Use a smartphone app that sends auto-reply texts when you're behind the wheel.

Learn the "Art" of Storytelling at Mission Dolores

SAN AUGUSTINE, Texas — Head down to Mission Dolores State Historic Site on Saturday, July 22nd and spend your afternoon creating works of art!

From 1 p.m. to 2:00 p.m., we will explore the ways that Catholic missionaries and churches used various mediums of art to tell stories. Have your own story to tell? We’ve got all the supplies to bring your story to life in a faux stained glass panel!

“Sculptures, paintings, and elaborate architecture were not just decorations in early churches,” said Brooke Bonorden, site educator/ interpreter at Mission Dolores State Historic Site. “These works of art also conveyed messages to viewers who might not be able to understand the beliefs and principles of the church otherwise. At this program, we will explore the literal art of storytelling.”

Mission Dolores was a Spanish mission built in 1721 in what is now San Augustine County, just 20 miles west of the Texas-Louisiana border. The site tells an important history about the Native American experience with Texas’ earliest European settlers. Visitors can explore the site’s history at the museum, where interpretive displays tell the story of Mission Dolores. The property also has a campground, picnic area, and group pavilions.

This program is designed for visitors ages 10 and up. Admission is free and the program will run from 1:00 – 2:00 p.m. Mission Dolores State Historic Site is currently open Tuesday through Sunday, 8 a.m.–5 p.m. For more information, please call 936-275-3815.

MANSFIELD STATE HISTORIC SITE HOSTS Apparitions: City of Mansfield Walking Tour

Mansfield State Historic Site staff, in collaboration with the De Soto Parish Tourism Bureau, will offer a walking tour of downtown Mansfield on Saturday, June 17. Rotary Club Reveals Winner of 2017 What-A-Melon Logo Contest

Jason Balkcom, President of the Rotary Club of Center, revealed the winner of the 2017 What-A-Melon Festival logo contest to be Kayarra Emerson, an 11th grader at Center High School, at the club's May 16th meeting.

The Rotary Club enlisted the assistance of Center ISD teacher, Adam Ramirez to help design the official logo of the 2017 What-A-Melon Festival. Ramirez teaches graphic design and illustration and was recently named Shelby County Secondary Teacher of the Year.

With only a one week time frame, he challenged his students to design the festival logo. Eight students rose to the challenge and submitted their unique design with each submitted entry meeting guidelines set by the Rotary Club.

With six of the students who submitted artwork attending the Rotary Club's meeting for the reveal, Balkcom opened the envelope displaying the winning design. None of the club members knew who the artist for each entry was when the selection was made making it a surprise as to who the artist was.

The winning artwork will be on the festival t-shirts, buttons, and other promotional materials. Emerson was also presented a check for $100.

The Rotary Club would like to thank all the students who participated and Mr. Ramirez for doing such a great job teaching his students a valuable skill which they can use in many different future careers.
