Shelby County Commissioners' Court Meeting Results

 

 

 

The Shelby County Commissioners court met this morning 9-26-18 at 9:30 a.m. at the active Shelby County Courthouse.  The court approved and paid the weekly expenses.  They approved and adopted the 2018-2019 budget and tax rate.  Shelby County employees will be getting a 2 percent pay increase according to Shelby County Judge Allison Harbison.   

 

 

The Court approved a $3,000 supplement to be given to 123rd Judicial Court District Judge LeAnn K. Rafferty.  Judge LeAnn Kay Rafferty in a previous meeting of the Shelby County Commissioners’ Court approached the court asking for a $9,000 supplement.  The same supplement rate will not go to the office of the 273rd Judicial Court Judge currently Charles R. Mitchell at this time, if it required to give equal supplements to both offices the Shelby County Commissioners’ Court will do so in a future meeting.  The decision was made that Jim Payne who was elected to the position of 273rd Judicial Court Judge and will be taking office this coming January 2019, is not a standing Judge and should not benefit from the supplement as he has yet to serve the position.  According to Shelby County officials Shelby County has never given a supplement to a district judge before.  Judge Rafferty will also receive a $9,000 supplement from Panola County, both of these supplements will be in addition to her base salary paid by the state which is $140,000 a year.  Once again if any amendment need to be made to this decision they will be made in a future Shelby County Commissioners’ Court meeting.  

 

 

The Court then opened sealed bids for janitorial services for the County buildings, only person submitted a bid and that was Angela Rayborn.  Rayborn’s bid was for $3,000 a month to clean all the county offices and buildings, to pick trash in front of them and to provide all her own equipment and cleaning supplies.  The Court approved her bid, which is according to Shelby County Auditor Clint Porterfield is a 17.2 percent increase in her rate.

The Court discussed and took action to disburse the Child Safety Fee funds for Shelby County. $12,819.45 were distributed to the Shelby County Children’s Advocacy Center and the Casa of Deep East Texas.  65 percent or two-thirds of the amount was given to the Shelby County Children’s Advocacy Center and 35 percent or one-third was given to the Casa of Deep East Texas.  Denise Merriman Executive Director with the Advocacy Center thank the Court for the support from the County.  

 


The Court approved the inter-local agreement with Texas Inter-local purchasing service, which is used by the County to purchase road products to use doing road work.  Following their approval they created a resolution to support the approval of the inter-local agreement.  Lastly the Court adjourned.
