Weather Update

As of 10am the NWS Shreveport office that serves our region has Deep East
Texas over to Monroe, La as the primary area of concern for heavy rain and
flooding of low lying areas, small streams, rivers and Toledo and Sam
Rayburn slated for major rises in water levels.

San Augustine County is split in 2 with the Southern area in the 10+ inches
of rain forecast. The upper 1/2 is still in for heavy rain in the 6-10
inches range for the 5 days.

T-storms with lightning, hail, flooding and possible tornados will exist
for the outer bands as is normal with TS/Hurricanes. Winds should diminish
as it moves inland.

   - This will NOT be a short duration Storm.
   - Rain could last thru next Wednesday of next week.
   - Lots of uncertainty with movement as there is no well defined steering
currents in the atmosphere. So, it could turn West, come further North or
bend East over the Southern Texas, La and Gulf coast. *BE PREPARED.* Monitoring
of the Weather is critical for everyone's safety!

   - High Surf Warnings have been issued for most of the Gulf Coastal areas
   of 6-8 feet.

   - Harvey has now become a Tropical Storm with well defined circulation
and large bands of rain and T-storms associated with it.

   - The Hurricane Forecast Center does anticipate it becoming a level 1
Hurricane before reaching land with winds of 75 mph.

   - Harvey has now has met FEMA criteria levels of anticipated severity.

   -  Saturated soils will see lots of downed trees with even lower levels
of wing. Power outages can therefore be anticipated.

Further briefings, as needed, will be made from the NWS, & State of Texas
Emergency Operations Center.
