Caddo District 5 Commissioner Joyce Bowman has revealed she is battling cancer. Bowman has been admitted to LSU Health for treatment of liver cancer. The 57-year-old elected official has been a tough and outspoken leader in the parish, most recently hosting a rally with law enforcement to take back the streets of Queensborough from crime and violence. Bowman ran unopposed earlier this year for the District 5 seat on the Commission and won the seat outright. Bowman is the first African-American woman to chair both the Caddo Commission and Shreveport City Council.
